Hello Cindy I have several client on GP 2013 R2 that are using the attachment feature. I haven't come across any issues as I did with GP 2015. You want want to ensure the permissions to the attachment folder is provided to the users. I assume you have a shared folder where all the attachments are going to vs. each users is saving to their local desktop. One of the clients I am currently working with (GP2015) has an issue even after applying the patch solution. I think the issue seems to be with the permissions / restrictions that user has to the local desktop since while saving files, I assume it may be trying to save the attachment to a temp location before it actually saves to the final location and writes to the tables.
