Depending on how you plan to create the company - the simple answer is NO If you do all the work on the same server, use the same client code on workstations already connected and are simply creating a TEST company that is well within the license use rights of the software. If you create a new server, new access to a new SQL Server, then that is where the new license will be required. But from your question, NO, you should be good to go. Hope this helps.
