The only thing that is different from my Fabrikam from what I can tell is that I don't have Project Accounting installed. I'm not sure if maybe it's a bug with Project Accounting. Maybe try disabling PA temporarily and see if it then works? I know originally Prepayments weren't available with PA but that was fixed in 2013 R2 I believe.
