Don't really have an answer for you but just wanted to say that I tested this in GP 2015 by opening an item, clicking ont he Suggest Items button, added an item, and created an order for the item and as I tabbed through the fields, once I got to the usual spot where it would start another line for a new item, the Suggest Item window opened up automatically. As far as I'm aware there's no setting for this so I'm not sure why it wouldn't be working for you. Did it previously work for GP2013 and you recently did an upgrade and it stopped working? Maybe try removing the suggest items from one item and adding them back and see if that makes a difference?
