What build of MR are you on? Have you tried generating the report directly to the Web Viewer? (toggle can be found by clicking on Tools >> Options >> Use Management Reporter Viewer as default viewer). Since it is complaining about tree security and/or report library permissions. There's a setting on the report for Disable unit security (Settings tab, click on the Other button and then go to Additional Options tab). Make sure that is checked.
