Microsoft updated the tool in May so it will now work with versions prior to GP2013 R2. Just make sure that you download the current version. The migration utility documentation does not spell a change to the OLE Notes path that is required.. In prior versions, OLE Notes would work from a shared network location. Now, in order to run the utility succesfully, you must copy your OLE Notes folder tree to the GP program files Data folder and adjust the OLEPath= line in dex.ini accordingly.
